To: Precinct Caucus Delegates and Alternates, Douglas County Democrats At-Large From: Karen Keleman, Chair, Douglas County Democrats What: Call to Convention Douglas County Democrats invite all Democrats residing in Douglas County to a Legislative District Caucus and County Convention to be held at 1:00 pm on Sunday, May 1, 2016. Sterling Intermediate School, 900 North James Avenue, East Wenatchee, WA will be the venue. Registration sign-in will begin at 12:30 pm. This call is going out to delegates and alternates who were elected at the March 26 Precinct Caucuses, as well as Democrats at-large in Douglas County. The Legislative District (LD) caucus will be conducted during the first part of the meeting. The purpose of the Legislative District (LD) caucus is to elect six (6) delegates and two (2) alternates who will attend and “carry a vote for their preferred presidential candidate” to the Congressional District (CD) caucuses scheduled to be held on May 21. Because Douglas County spans portions of two Congressional Districts, three (3) delegates and one (1) alternate will be elected to attend the 4th CD caucus, and three (3) delegates and one (1) alternate will be elected to attend the 8th CD caucus. Only seated delegates* (or an alternate) who were elected at the March 26 Precinct Caucuses are eligible to vote to elect delegates and alternates to attend the CD caucuses. All candidates who wish to be elected as a CD delegate or alternate must self-nominate themselves by signing the nomination list at registration on Sunday. Democrats who were not elected precinct delegates to the LD caucus may also nominate themselves, although they will not be eligible to vote in their respective presidential sub-caucus. Following registration and opening remarks and procedures, the body will receive reports from the Credentials Committee that will indicate how many delegates have been seated for each of the two presidential candidates. Seated delegates will then be directed to sub-caucus locations in the building in order to elect a proportional number of delegates who will attend the 4th and 8th CD caucuses. Note: During the sub-caucuses, those individuals who wish to be elected as a CD delegate will be provided an opportunity to give a brief self-nominating speech. Once elected, all CD delegates (or in their absence, an alternate) will be responsible to attend their CD caucus on May 21. The 4th CD caucus will be held in Pasco, and the 8th CD caucus at Snoqualmie Pass (times and exact location will be provided to elected CD delegates/alternates). They will also be expected to attend the State Convention in Tacoma on June 17-19. Delegates must cover their own expenses to attend these meetings. Please note that successful delegates to the Democratic National Convention in Philadelphia are also responsible for the cost of their attendance. There are no party resources available to cover these expenses. The County Convention will be convened at the conclusion of the Legislative District Caucus. The business of the County Convention will be to consider resolutions and consider revisions to the county platform (see 2014 DCDem Platform under "Party Documents" on this website). All Democrats attending are eligible to vote on resolutions and the platform. At the conclusion of this work, the County Convention will adjourn. Refreshments and a limited quantity of campaign materials will be available at the caucus. Your donations are most welcome at any time! We look forward to seeing you on Sunday, May 21! *Seated Delegate: a duly elected precinct delegate who attends the Legislative District Caucus and who, by virtue of presenting his/her yellow (or blue, in the case of an elected alternate) precinct delegate credential during the LD Caucus sign-in process, who is determined to be the bona-fide delegate for that precinct and is, thereby, “seated” to vote in the proceedings by virtue of that credential. If a duly elected precinct delegate does/can not attend the Legislative District Caucus, a duly elected precinct alternate may be seated in the missing delegate’s position.
